SECOND iaEADING CABLED. BULL REFERRED TO A SELECT COMMITTEE. Last Night.' The debate on the Legislative Council Bill was resumed in the Council this afternoon by the Hons. Tucker .and Baldie, both of- whom opposed tho Bill. The Hon. H. R. Bell, in reply, read an agreement come to with the Council and the Hon. J. D. Oniond, to the effect that he would not regard the passing of the second reading as affirming ajoy more than the principle that a change in ,the constitution of, the Council was desirable, 1 ,• On the basis of .this the Hoti. Samuel asked leave to with-draw-his amendment until the co-n----mitiee stage waa reaahed. , , Leavo towithdraw was refused, | uiid the Cfeunoil went to a diTisionr,--reading being, carried by Zl votes.to 12. Bell moved that the* Couhoil go into committee on the Bill. . . *■/ : ' The Hon. 0, Samuel then moved his previous- amendment 'to refer the Bill-to a select committee, which the Minister accepted.
