LEGISLATIVE COUNCIL BILL.
I Although the Legislative "Council Reform Bill', lias | passed its second reading in the.Council, itjias not reached such " a stage that its acceptance is within measurable distance. On the oontrary ? there is evidence that the : Council intends reforming the Bill out of all recognition. It lias referred it to a Select Committee, which will probably send it back in an emasculated condition. There would appear; to be very! little hope of the Council, as at present constituted, consenting to its own effacement. The chances are, therefore, that the Government will be compelled to wait for another year, and in the meantime replace those Councillors who. retire by, effluxion of time (about fifteen in number) with gentlemen whose, views on the subject of reform are in harmony with those of the Government. The position is highly interesting, and future developments will be eagerly awaited.
