FURTHER. DISCUSSED BY. COUNCIL. (By Telegraph—Press Association.) WELLINGTON, Last Night.. In the Legislative Council this afternoon, the' Hon. R. ' A.. Loughnan, discussing the Legislative Council Bill, declared in favour of the nominative system as the only i one under which the Chamber could' properly carry out its basic functions* The lion. C. M. Luke declared in favour of the elective system, but as a result of reflection, said he had come to the conclusion that the proposal made by the Hon. J. Sinclair was the most likely to meet the existing (necessities. • ' The Hon. John Dufhie favoured election, but'he was not, oonverted'.to proportional representation, which would hand the oountry over to organisations. Me advocated _ limiting the candidates to men with some previous public service, but if that limitation could not be imposed, be favoured election by both Houses. The Hon. J. Paul supported the Bill, as he supported it last year. The nominative Bystem was unpopu- ' lar, because the people had no voice in, it. Legislators should only derive their authority from the people; , therefore he did not favour an elective college, which had been suggested. The Council must be democratised, as every other body had been. He thought the closer the people were brought into contact with public institutions, the greater their interests in them. He defended proportional representation as the only system which would give justice to minorities. The debate was continued iqi the evening by the Hons.
