AN UNSATISFACTORY REPLY. (Received Last Night, 11.15 o'clock.) TOKIO, July 30. The Government admits that America's reply to the message cabled on June 4th is unsatisfactory, the Federal Government declining to interred. A Yokohama; specie bank is arranging loans to Japanese desirous of purchasing property in California before the Act is enforced. A TEST CASE TO BE BROUGHT. (Received Last Night, 11.15 o'clock.) WASHINGTON, July 30. The Japanese reply to the latest American representations regarding the Oalifornian land laws, has been reoeived. Its contents have not been disclosed. The State Department hope that Japan will now be convinced that nothing further is, possible until a test case is brought in the United States Courts.
