The International Mimers' Congresß at Carlsbad is considering a proposal by Britain and Belgium for a compulsory ©ifeht-hour day,: with sixteen hours between shifts, and the. total shifts in a week not to. exceed;six. It is also proposed to press the Parliambnts of every country to legislate to wevent employer* from evicting workmen during industrial disputes.
