This places both the iudger and the competitors; at a disadvantage. '■•'.* Tfee obiect' of the Competitions should be to encourage the development of art in child and adult. This can only be done by comparison. It is impossible to compare the effort of an adult with that of a child, for the physical capacity of the two is so different.
