STIPENDIARY MAGISTRATES.
The proposals of,-the Government for raising'the standard of efficiency of Stipendiary Magistrates will be endorsed by a l&rge section of community. There is one point, however, that should not he lost sight of. The Magistracy, more than any other branch 1 of the public service, should be removed from even the suspicion of political influence. It is theduty of Parliament, therefore, to insist that Magistrates should be independent of the Government of the, day, by tjtefo appointments being fluring
"good behaviour," <w iJbey should be placed under the control of the Public Service Cbmnfission. A Government that has sought to divest itself of patronage so far as the majority of the Departments of State* iare concerned, should not cling to the right of dealing with a (Magistracy that shotfld be free and untrammelled. We hope to see this aspect of the question represented in its strongest light when the Bill comes up for ita third reading.
