LEGISLATIVE COUNCIL BILL.
The Hon. J. Anstey has been telling the Farmers' Union, in tfie Soutk'that if the Legislative Council Bill becomes law .it will play directly into the hands W. Labour Unions and Socialists, for the extra quota that,is allowed country districts in theL elections 1 for the House of RepTeßentawiU be abolished. This a&pect of tijie question should not influence Parliament in its determination to effect a much-needed reform. The demricraitic principle that majorities shall: rule i& fairly sound', and it illbecomes a "Liberal" nomine© of the Tipper Chamber -to raise an v objection to' the application of this principle to the; election for the Legislative Council, i Assuming that the preponderance! of city,votes were in favour of Labour candidates, we doubt very much whether the cities could outvote the country. But if they did, we atiM! have ai' safeguard against revolutionary legislation in the composition of the Lower House. The point raised by Mr Anstey is really an argument in favour of delaying the application of the proportional representation system to the popular Chamber. ; >
