REJECTED BY THE LORDS. (Received July 16, 1.30 p.m.) LONDON. July 15. The House of Lords rejected the Home Rule Bill by 302 votes to 64. Lord Morley said the Government had been asked what it would do in the event of violent disorder in Ulster, but he declined to say what it would do in a purely hypothetical contingency. THE FINAL DEBATE. LORD MORLEY PRESSED. BISHOPS VOTE AGAINST THE BILL. (Received Last Night. 10.45 o'clock.) LONDON, July 16. In the House of Lords, during the discussion of the Hon:..- Rule Bill, Lord Curzon said the Opposition wanted an election, because it wanted to avert a civil war. Lord Morley, in winding up his speech, was repeatedly pressed by the Opposition to * say whether troops would be ordered to fire on the Loyalists. He refused to answer, but said he was confident that in the case of difficulty, or of a dangerous crisis, the authorities would do all that public dutv imposed upon them for the maintenance of order. He contended that a Referendum or dissolution before the Bill was passed would be a far greater blow to Parliamentary authority than anything in the Parliament Act. He was sure that when the Irish party had a Parliament of their own. they would show the same statesmanlike "spirit they had shown hitherto to make it a success. Lord Loreburn made another appeal for a comprehensive settlement bv consent, consultation, ,and goodWill. If this effort failed, then it would be time for a general election. Lord Londonderry emphasised the unanimity and determination of.the Irish Protestants against Home Rule. Lord Lithgow, in his maiden, speech, said the Bill v/as calculated to infuriate bevond measure the people of Ulster, with assuaging a single existing difficulty; The Archbishop and six Bishops -vhi were present voted with the majority.
