THE BALLOT SYSTEM
The meiriber for Mareden (Mr Mender) waa on good ground when he protested in the House of Representatives on Tuesday against the method by which Crown lands are disposed of.- Despite all the regulations that hare been framed, the ballot system is purely and simply a gamble, in which the element -of "hick" is just as conspicuous as it is in a Tatter sail's sweep. The system anight well be replaced by something less speculative and more wholesome. There is no reason why those in search of land should not register their names with the Lands Department, and the right of selection be given in order of .priority of application. If a> person dir not take advantage of the first opportunity afforded him' of taking up land, his na-ne should -be placed at the bottom of the list. By some isuch mean.as this, every person who is genuinely in need of land would have an opportunity, sooner or later, of acquiring a section, ond the Government I would know exactly how many persons are landless, and in which dis- , tricts it is necessary to acquire land.
