It ig quite natural that there should bo some u ussatiafaction among individual memborfl of the service who may consider themselves more entitled to proferment than others. Wo' believo, however, that the Commissioners aire making an honest attempt, to so model the service that merit <as well length of service will bo a desideratum. _lf they can achieve this purpose witSiout producing permanent unrest, tihey will deserve well of the community. We are afraid, however, that the task is too severe for the most impartial and upright tribunal. In the meantime, we can only repeat what we said on a previous occasion thrt we do not think the Qhief Commissioner ehoiild accept the responsibility of discriminating between Civil Servants who should, otr should riot retire at the retiring age. The regulation should be mandatory.
