We are afraid, however, that the task is too severe for the most impartial and upright tribunal. In the meantime, we can only repeat what we said on a previous occasion thrt we do not think the Qhief Commissioner ehoiild accept the responsibility of discriminating between Civil Servants who should, otr should riot retire at the retiring age. The regulation should be mandatory.
