MITTEE. (By Telegraph.—Frtrji -imoriatioH. CHRISTCHURCH, Last Night. Mr E. Howard, secretary of the (General Labourers Union, who haß returned after attending a meeting of the Unity Committee, had submitted a programme of operations, which he believed would be acceptable to all bodies interested, in. the Unity proposals. Amongst other things, he said; the committee had drawn up & scheme for the establishment of a citizens' army}' which would be provided for effective defence, and aV the same time meet the objections of those who were opposed to the compulsory clauses of the scheme now ir force. The general idea in the Committee's scheme was to (substitute Voluntary service for compulsory service, and to make volunteering more attractive;
