Sir,—With reference to your article in to-day's issue i"o mortgage tax, I would point out that it is not the owner or occ.upi r who pays this, directly at all events, hut the . holder of tli.> mortgag. 1 . The owner of land stihject to mortgage is entitled to deduction of any registered mortgago from til ' amount of unimproved value of property hold hy him for assessment for land tax, whilst the mortgagee has to add on the amount of mortgages held by him to the unimproved value of any land owned by him for his assessment.—l am. etc.,
