THE NAVAL PROPOSALS.
'{V Hon, James Allen has returned imm England -with certain fixed proposals for the part to ho played by this Dominion in/the naval defence of the Empire. Those proposals are being considered by Cabinet, and will probably result in a definite policy being determined upon and placed before" Parliament. . In view of the enormous increase in the expense attached to our land forces, and the clamant demands for money for internal development, it is to be hoped that the Government will walk charily in the matter of naval expenditure. There. are.not a few who think that an aerial fleet would render greater service iu protecting the trade routes than 'would a fleet of indifferent
cruisers and battleships. Our-fi-nances are not in such a condition that wo cm afford to launch out upon a big naval undertaking. The Territorial system was hurriedly conceived, and before it reaches anything like perfection it will cost an enormous sum of money. There is a danger of our pitriotism involving us in liabilities that we shall be unable to meet. We are already mortgaged up to the hilt, and unless we display reasonable ciution posterity will be forced into repudiation.
