The indications point to a severe winter,: and there is many a household in which the rations will go short. In these circumstances,'we would/abjure the Government .to strain every effort to copo with the situation, and to prosecute pilblic works wherever possible. JPrivate employers would also be acting in a generous spirit by assisting the Government in relieving the congestion.
