LOCAL GOVERNMENT REFORM.
The Government has in course of preparation. a Bill having for its object th'.> reform of local government, That such a reform is necessary, is painfully obvious to all who have taken pa.rt in the administration of local body a flairs in recent years. It is' questionable, however, whether Parliament would' bo in a position to deal satisfactorily with a comprehensive measure in the coming session. In. the interest of the Government, and of tine local bodies concerned, it would bo well that the Bill, after being circulated, were referred to the Counties and Municipal Conferences. No harm would be done if its discussion by Parliament were bald over until the session ot 1911. A mensurrof a far-reaching character should not bo placed' upon the Statute Book until the people of the Dominion, have been afforded a reasonable opportunity of studying and criticising it.
