THE COMMITTEE SYSTEM
REVERTED TO BY BOROUGH COUNCIL. A<t the meeting of the Masterton Borough Council last evening, the question of establishing standing committees was brought up by Cr. O'Leary, who moved that work and finance, gas and abattoirs, and park and library committees be : set up for the enduing year. In support, of the motion, Cr. (VLearv said his reason for .bringing the matter up was that he was firmly oonvinced that the business of the Council could be transacted more ef-~ ficiently by committees than by the Council a», a whole. Or. Sellar seconded the motion. Or Ewington, in supporting the motion, said in, his opinion, and from his experience of municipal work, the interests of the Borough would be bettor served by the committee sy s . tefil; OP. Flanagan said he endorsed the principle of conducting the business, of the Council by committees. He had always advocated sectional committees, as he thought the business oould be more efficiently transacted under this system. Hie Mayor sand lie did not wish to mare an amendment. The matter had been discussed hv the Council at different times, and he always held the opinion that the work of the Council oould, under ordinary conditions an/f when no loans were .being dealt with, be done equally as well by the whole Council as a committee. as by separate committees. He could norib see how committees could do better work than the Council. as a whole, had done in the past. There were no arguments to show that the committee system was the better. If it wa9 tihe wish of the Council to adopt the committee system, he would have every reason to feel satisfied if the business was done more efficiently than under tJhe wesent system. . Or. O'Leary's. motion was then put and carried, the,re being no dissentient voice. ,
The following committees were set up for the ensuing year, the firstnamed in each being chairman : Works and Finance.—His Worship the Mayor, Crs. O'Learv, Sellar and Kemball.
Gas and A bat tains.—Crs. Temple, Ewingfcon, Fln.na.gaTi and King. Park and Library.—Crs. Ewington, Candy, Temple and Win/ejibers:. It was decided that the Council meet as a whole evwy four weeks, the various committees to be notified of moetings by their "respective chairmen.
