SIR ARTHUR GUINNESS.
Sir Arthur Guinness, Speaker of the House of Representatives, is one of the mo&t astute and level-headed men, in the Parliament of New Zealand. If it were not so, he would not be occupying liis present position. Sir Arthur is the representative of a West Coast constituency, and was always a thorough-going Liberal in hip politics. When, therefore, he tells his constituents that "between Liberalism a«d Reform there is very little difference." he is merely emphasising an opinion that is cvainini: ground in the Dominion. When lie says further that All the Ministers . are conscientious and determined to do their duty without fear or favour," he at once convicts the violent 'Opposition Press of and irresponsible denunciation. The time will crane when the Opposition will find its place among the SneialDeomcrats.
