Herr von Jagow, in reply to the* Socialists, said Belgium's neutralitywas guaranteed by Internationalagreements to which Germany, for 4$ years, had proved faithful. Germany desired peace, especially with France, but there was a feeling that the danger of a possible attack from France still existed.
