THE RESTRICTIVE LEGISLATION. A CONGRESSMAN ON THE SUBJECT. (Received April 29, 11.30 a.m.) WASHINGTON, April 28. In the House of ißepesentatives, Mr Thomas Sisson said if the alternative to the Japanese demands regarding California's restrictive legislation was war or submission, he favoured war. An alien population within the borders of the United States would be a continual menace, and the only course was to prevent them gaining a hold on the country. He would, rather than admit Japanese, ■spend the last drop of American blood and impoverish the country for a hundred generations. American fanners would be unable to live against Japanese competition.
MR BRYAN AS MEDIATOR
(Received This Morning, 12.25 o'clock.) SACRAMENTO, April 29. Mr W. Bryan, Secretary for State, conferred with the Californian legislators. 'l'he latter urged that the laws, already in existence in Arizona, and Washington States, were directed against- aliens, and California simply nought to follow suit. Governor Johnson defended the legislators' action, and indicated that any arguments put forward by Mr Divan were unlikely to influence the State's action. Mr Bryan reported proceedings to Washington, and asked for further instructions. The conference has adjourned.
