BULGARIA, SERVIA AND GREECE THE CZAR AS ARBITRATOR. (Received April 14, 9 p.m.) LONDON, April 13. It is stated with reference to M. Daneff's speech that the treaty wicl, Servia is precise. It is provided tliat the Czar shall be arbitrator in cast of differences over a settlement. Servia's dispute with Bulgaria concern! the districts of Perlepe, Veles, Ochrida, and Monastir, at present in Servia's occupation, but which, according to the Balkan Alliance Treat} belong to Bulgaria.
