HARBOUR BOARD ELECTIONS.
We thoroughly concur with the chair- <-■£ +Vir> Harbour Board that tlia present system of ri- jrepresentatives of Harbour Boards is too cumbrous and eostlv. The last election cast the Wellington Board no less a sum than £I3OO. It oar hardly be said that the average elector takes an intelligent interest .in the work of these bodies. We would suggest, as an alternative, that tihe elections he held on the same principle as those of Education Boards. The Wellington Harbour Board district might, for instance, he divided into three, wards, each furnishing three representatives. Voting papers should be sent out to each individual 1 member of a, County Council, Borough Council and Town Board, and the candidates receiving the greatest number of votes from these bodies should be declared elected. Apart from the economy of this sy.stem, an additional incentive would tie offered to citizens to become members of the local bodies exercising tihe franchise.
