FRENCH MINISTRY RESIGNS. ELECTORAL REFORM BILL. REJECTED BY THE SENATE. (Received March 19, 12.30 p.m.) PARIS, March 18. The Senate has rejected the Electoral Reform Bill, providing for representation of minorities. The Ministry has resigned. M. CLEMENOEAU. RESPONSIBLE FOR CRISIS. MILITARY REFORMS NOT TN DAINGER. (Received Last Night, 11.25 o'clock.) PARIS, March 19. M. Clemenceau, leader of the Opposition, who was responsible for the crisis, said he regarded the Revenue Bill as the cause of the rejection of his nominee for the Presidency by radical extremists, and the dislike of tho moderate Republicans for 1 an alliance regarding proportional representation with monarchists. The situation has become further complicated by the conflict between the two Chambers. It is generally expected that the crisis will not endanger the military reforms.
