Pearce, Commonwealth Minister of Defence, reminds him of the Admiralty'- official statement submitted at the 1909 Conference, commending a single navy, with unity of training and unity of command, with the oversea contributions according to needs and. resources. This was the Admiralty's first choice. It's second choice was that, adopted iby Australia. All the Hon R. L. Borden had done* was to give the Admiralty first "choice.
