Renter states that King Nicholas has addressed a final appeal to the Czar on. the reported decision of the Powers to give Scutaria to Albania. M. Popovitch, the Montenegrin delegate,. has , issued a statement that the possession of Scutari is a vital question for Montenegro, and says: "The Powers, led by Russia, may agree to what they like, but we -will
