CONSTANTINOPLE, February 26. A severe snowstorm impeded operations at Adrianople, Bulair and Chataldeja. SITUATION IMPROVED. (Received Last Ts'ight, 9.45 o'clock.) VIENNA iFebruary 26. Count Stuergth, the Prime Minister, in receiving a deputation of Parliamentarians, said he was hopeful that the tension between Austria and Russia would shortly >be eased. The Reichpost admits that the situation' haft improved, and declares that Scutari will continue to belong to Albania, while Servia will withdraw from Durazzo, and the Galician reservists will disperse in a few days.
