The Daily Telegraph, in foreca-,fin» the naval estimates, says that as Continental programmes are only paper ones, it is unnecessary at present to readjust the British construction programme. Wli-a+ever liability may •u'ise. will be taken into account when tho Italian and Austrian ships are authorised. Tho Telegraph denies that there will be any alteration in the types of vessels. except increasing the speed of submarines.
