CONDITION UNSATISFACTORY. (Received Last Night, 11.5 o'clock.) LONDON, February 20. General Betlrane, Director-General of the Territorials, speaking at Wimbledom, admitted that the force was in an unsatisfactory condition, and the scheme could not cbtain the pulic confidence until the shortage of 50,000 was made up.
