HOSTILITIES CHECKED. BY SNOWSTORMS. BULGARIANS IX DIFFICULTIES. (Received Last Night, 11.5 o'clock.) CONSTANTINOPLE, Feb. 20. ' Boisterous weather and frequent snowstorms checked hostilities. The Bulgarians are in difficulties in regard to their supplies owing to the roads being blocked. BULGARIA AND ROUMANTA. (Received Last Night, 11.5 o'clock.) ST, PETERSBURG, Feb. 20. Jfc is reported that Bulgaria and Roumania are willing that Italy and Russia arbitrate their difference* under Britain's auspices. ALLEGED ATROCITIES. IX MACEDONIA AND THRACE. (Received Last Night, 11.5 o'clock.) LONDON, February 20. Lord Morley, replying to Lord Lamington, said it was impossible for foreign Governments to investigate the alleged atrocities against Mohammedans in Macedonia, and Thrace. The Balkan Governments affirmed that they were taking stringent precautions to protect tlie inhabitants.
