THE LEGISLATIVE COUNCIL.

In view of the fact that Cabinet intends considering, at its next sitting, the question of making appointments to the Legislative Council, we would asrain urge the claims of the Wa-ira-rapa district to consideration. There ;1 re several gentlemen in this district, who, by reason of their past services to the 'country, and of their general knowledge pf the legislative requirement*, ar° eminently fitted foi the position. It would be a tactical mistake if the Government were to pursue the policy of its predecessors, and make appointments solely from the ranks of those who have been of special assistance to the party in power. The. ■sentiment of the country is opposed to extreme partisanship. The men who are most required to assist in moulding the destinies of the Dominion are those possessed of strong personality, lofty ideals, and an ambil"io7i to do the right became it is richt, and nob because -it- suits the convenience of any particular part\. The Massey Government is on its trial, antf it i.s quite as easy for it to win -itself through hv applying hich principles to 'ts actions, as by following the sometimes expedient, but none the less pernicious policy of spoils to the victors.
