French opposition to the appointment of a Danish Chief Inspector of the Salt Department, on the ground that Danish money was not included in the Six-Power 'loan, is hindering a settlement of the Chinese question. The Chinese regard the French obstruction as being due to a desire to increase China's difficulties, and. to the interests of Russia in the Mongolian policy.
