It is understood that the Turkish Note suggests' the neutralisation of Adrianople. The lteicbspost states that Germany has informed Russia that any action in the Black Sea or Armenia will will constitute a "causus belli." It alleges M. Zenchendorff, the Russian I delegate, spoke so harshly at the last (sitting of the Ambassador's C'onferJence, that Sir Edward Grey with difficulty prevented an open conflict. The Government newspapers, however, declare that Russia is anxious to maintain the Powers' accord, and that there is absolutely no ground to suppose that Russia contemplates isolated action.
