RIOTS AND ARRESTS. (.Received Last Night, 9.35 o'clock.) NEW YORK, January 21. The garment-workers have reiused to resumes work. The shirt and waist employees rioted when they learned that strikebreakers were being summoned. Numerous arrests were made. Many were injured, men and women being beaten and trampled upon.
