King Ferdinand and the Cabinet hold a Council of War at Mustafa, and decided to resume hostilities if the Collective Note is rejected.
THE NOTE PRESENTED
(Received This Morning 12.20 o'clock) CONSTANTINOPLE,' January 17. The delay in tho delivery of tho Collective Note is supposed to have been due to the German Ambassador, who had not received instructions.
Renter states that instructions have now been received, and tho Note will be presented to-day.

The Colonial Committee has written the Peninsular and Orient Company, protesting against the slow discharge at Tilbury docks: Butters which arrived on Saturday are still undelivered.
