A REFERENDUM.

There is one suggestion in the circular sent hv Mi' Richard Brown to School Committees, that is as novel as it :'s attractive. Mr Brown thinks that if n referendum is to bo taken on tho question of Bible-read-ing in schools, it should be at the time of the next census. This would mean a minimum of extra expense* to tho taxpayers, and n.n effective method of, taking a plebiscite. We have 110 hesitation in recommending the proposal to the Government as one that, might bo adopted with advantage* to tho country.
