(Received This Morning 12.40 o'clock) -MELBOURNE, December 22. The report of the Postal Department- shows that during the year 566,000,030 letter's and postcards passed through the post, being an increase of seventy million and an aver- ( age of 95 letters and postcards per head of the population. The report states that tho Government still strongly favour a. State owned Atlantic cable, and advocates tho calling of a conference. New Zealand approves of co-opera-tion i»i the matter, while Canada is indefinite.
