EDUCATION BOARD ELECTION
MR R. BROWN'S CIRCULAR. Mr Richard Brown, one of the candidates for the vacant seat on the Wellington Education Board, has issued tho following circular to members of school committees: ■ "Following up my circular'of 26th November, having been, nominated ior the vacancy in the Wairarapa Ward on the Wellington- Education Board, I now lay my views on education matters beforo you, as promised. 1. Recognising the difficulties that; the smaller have financial- j 3y, I am of opinion that the Board should extend its capitation allowances. This has, been done in recent years in respect of a few of the com- . mittees, and I am convinced that, j with prudent management, the Board would bo able to further increase the capitation in outlying districts. 2. In the matter of appointment teachers, the Board should exerciso its powers of transfer with, caution, and should, whenever possible, give: ■committees the final choice of teachers, as provided in tho Act. :8. The sanitary arrangements at many schools is a perplexing prob- ( lem, and is a severe strain upon the limited funs. If rethrned as your representative, I would advocate that, ■wherever possible, 'septic tanks ho provided at the .schools, thus doing away with a source of considerable an noya.nee. i. ' The services of the Agricultural and Cookery Instructors should be made available to a greater number of schools than at present. I would advocate periodical visits to the schools in the outlying parts. The Board's carpenter should also make a. round of the schools, and effect those smaller repairs that are necessary, and so relieve committees of a good deal of expense and delay. ,V I favour the maintenance and extension of tho District High School system, and consider that such schools should he provided at Martinborotigh, and, in the near future, at. Pongaroa, to serve the important districts ■surrounding them. 6. If returned! would strongly advocate the establishment of an Agricultural High School in tho Wairarapa, as a stepping-stone to the Agricultural College tho Government ha* promised. 7. I do not think that a rightstep is being taken by tho Education Board in withdrawing the concession of free swhool-bdoks. I think that,
