INCREASED EXPENDITURE. ALLEGED FRICTION. (Received Last Night, 9.55 o'clock.) BERLIN, December 16. The North German Gazette foreshadows fresh Army expenditure, mainly for the development of the air fleet, the provision of new cavalry divisions, the increased provision of horses, and a liirht howitzer regiment for each division. The newspapers view with mixed sentiments the prospects of new taxation to meet the. demands. Some declare that friction exists between the Secretary of the Treasury and the War Minister.
