TARIFF REFORM
APPEAL TO LORD LAXSDOWNE

LONDON, December 12. The Liverpool Courier makea an urgent appeal to Lord Lansdowne to reconsider his decision, and to renew* his pledge to submit the question of Tariff Reform to a referendum!. This, it says, is the only way to aave Yorkshire and Lancashire for the Unionists. The latter desired a speedy dissolution, but it ig feared that tho Government's escape would mean an irrelevant "free food" cry.
