ARMY DESERTERS
AN DELECTORAL RIGHTS
SOCIALIST CAMPAIGN DENOUNCED.
(Received This Morning, 12.5 o'clock.) PARIS, December -3. The Chamber of Deputies has referred to a committee the proposal to deprive army deserters of electoral rights. M. Millerand has denounced the Socialists' and' anti-militarists' campaign, inciting the troops to insubordination, as an abominable crime against the Fatherland.
