NAPIER, Last Night. The proposed harbour scheme for Napier advanoed a further stage today, when the Harbour Board unanimously decided to approve of Messrs Cullen and Keele, the Australian engineers', report in regard to the inner harbour. The engineers submitted an ..alternative proposal in regard to the inner and breakwater harbour schemes, and left the Board to decide. The engineers, however, will bo asked to express a definite opinion as to which scheme they recommend the Board to adopt.
