MR ALLEN'S MISSION.
The Prime Minister has thought it necossary to publicly explain the reason for sending tho Minister of Finance to the Old Country. WVconfess to a feeling of disappointment at the explanation offered. Shortly, Mr Allen is to raise the new loan provided for during the last session, and is to make necessary -arrangements in connection with tho short-dated debentures that will fall duo in four years' time. So far as the latter aro concerned, we have no hesitation in saying that the present is not, a proper time for making arrangements. And as for tho loan authorised last session, wo see no reason whatever why tho matter should not have been left in the hands of the Hon T. Mackenzie and tho financial advisers to tho Government. Tho sending Home of the Minister of Finance, Education and Defence at a time when his services are urgently required in tho Dominion can only be interpreted as an expression of want of confidence in the new High Commissioner.
