questions before commissioner. A I'TECf]NG MANCHESTER. (Received Last Night, 9.10 o'clock.) LONDON, November 8. ' At the sitting of the Empire Trade Commission, representatives of tho Mar.ohestelr -Chamber of iCammeroe complained of the inadequate time allowed by Australia and New Zealand for receiving tenders. In many cases tho time was so. limited that it was impossible for Britishers to tender, except by cable. A protest was also made against the proposed amendment of the New Zealand Income Tax Act, in order to tax the business of non-resident traders. A representative of the Manchester Ship Canal urged the deletion ■from Australian charters of the clause prohibiting the use of the ship canal, as all other countries had done so. ;
