LORD ROBERTS' SCHEME
SEVERELY CR 111 CIS ED, (Received this Morning 12.25 o'clock) LONDON, November 7. The Hon. P. Acted, Under-Secre-tary for War, speaking at Taunton, said it was legitimate to question Lord Roberts' statesmanship, although there was no question as to his ability as a general. If, he said, Lord Roberts' training scheme was carried out on the German plan, the cost would mean an additional expenditure of from £10,000,000 to £15,000,000 annually. Such a scheme would be horribly provocative and altogether unnecessary. ■'- ■'.'■•.
