THE PROPOSED SENATE
PROPOSED REPRESENTATION. (R-eceived Last Night 11.3-5 o'clock.) LONDON, October 31. Tho Government proposes that the first Irish Senate slmlt serve for- a quinquennium, and that the electors thereafter shall be on the basis of proportional representation. Ulster will have fourten senators, Leinster eleven, Muster nine, and C'onnaught eix. . Tho Irish Unionists are dissatisfied with these proposals. They contend that if all the senators were Unionists, they would bo hopelessly outnumbered in joint sittings. Mr Ramsay Macdonald, Leader of the Labour Party, declares that the experiment will bo a He Maintains that it' proportional representation is justified, it ought to be applicable to the first senate.
