HOUSE OF REPRESENTATIVES. (By Tekgraph—Press Association-) WELLINGTON, Last Night, In the House of Representatives tonight the Government Railways Amendment Bill was read a second time, nro forma. PUBLIC REVENUES ACT. The Hon J. Allen moved the second reading of tlie Public Revenues Act Amendment Bill, to repeal the provision of the Act of 1900, permitting the transfer of one vote in one class to another vote in a similar class at will of, the Government. The Bill also dealt with the fire insurance fund and other matters. Sir Joseph Ward pointed out that the amending Bill still permitted' ■transfer, which was objected to. The only stipulation was that particulars of such a transfer must be laid before Parliament after the expenditure was beyond recall. The Hon -W. F. Massey sa.id the Government was proposing to deal with the whole of the section in the old Act, and which had been used improperly for increasing salaries.
