THE LEGISLATIVE COUNCIL.
The Legislative Council, by throwing out the measure, for the appointmentof Councillors for a period of three years, has pursued a course that may result in a serious breach between the two branches of the Legislature. The Government is pledged to reform the Upper House, and all resistance offered l>y that Chamber will be futile. The Legislative Council, by defying the -mandate of the people, is hastening its own extinction. It was hoped by the Government that it would not l>e necessary to recommend the.'appointment of a batch' of Legislative Councillors for a longer i period than throe years. The Council, however, has forced the position, and upon it will rest the responsibility. The appointments will have to be made, and those Councillors who vote against reform will be left in the cold when the inevitable day of reckoning comes.
