GRANTS FOR ROADS.
['The Minister for Public .Werks hit 1/ the nail upon the head whfen lie stated that the system of administering grants for roVds and ; bridges, in the Dominion was needlessh' expensive. As stated in our leading article, the j policy of making grants on the rej commendation of. local bodies is entirely wrong. Rightly or: wrongly, it is assumed that there must be a scramble fpr the loaves and fishes, and local authorities "are tempted to make requests which -would never be made were a portion of the money required to come direct!,v out -of the pockets of the ratepayers. Although the system is, -being continued this year, it is satisfactory- to note that the Minister proposes a radical change ! in the near futures; -
