DELAY ITS DECLARATION. attitude of roumania. (Received Last Night, 10.5 o clock.) LONDON, October 17. The British Red Oosb Society is appealing for funds for the Balkan mission. The. Daily News has opened;a .sick and tvounded furid. The incompleteness of mobilisation is supposed to, hare delayed -tho Allies and Turkey's declaration of war. Other opinions are that the war fervour has been shaken by the con* elusion of peace with Italy. In Ottoman - quarters it .is stated, that nothing in, the nature of a conference- is possble at .present. Turkey will ilot agree to a conference proposed by the Allies., The Times' Sofia oorresixindent: sta- i tes that Roumania has informally expressed, approval of.-the Allies' Note in regard to Macedonian reforms, but has not approved of the association of tli© Allies with the great Powers in the work of supervision. The correspondent states that Montenegro's declaration of war was not preconcert- , ed with the Allies. Many Red Cross units have ..been despatched to the Balkans from Continental cities.
