PROCLAMATION TO BE ISSUED. WAR AN.N'OUNCED YESTERDAY. (Received This Morning, 12.30 o'clock) SOFIA, October 1(5. Turkey's answer to the Powers is regarded as an indirect reply to the memorandum issued by the Balkan States. Owing to the recall of Turkish Ministers, the Allies have decided to announce war by a Royal Proclamation, which is expected to be issued to-day. The Turkish interests in Bulgaria will be confided to Germany.
